Rape charges dismissed in juvenile court against teen charged after party

The rape case against a now 18-year-old Bowling Green teenager, Ryan Rife, has been dismissed in Wood County Juvenile Court.

The dismissal was made “without prejudice.” According to Tim Brown , executive director of juvenile court, this leaves open the possibility that the case could be refiled by the state. That would be up to Wood County Prosecutor Paul Dobson.

 “They don’t have to. They can leave it dismiss or allow them to refile the same charge. … It doesn’t happen all that often,” Brown said.

The motion to dismiss was made by Assistant Prosecutor Walter Meneses.

The teenager, then 17, was arrested following a party on Nov. 1, 2019 held at the home of another student.

Multiple BGHS students attended the party, where alcohol and marijuana was made available by an adult, Summer Woodman, who has been charged. After the party, the allegation of a sexual assault was reported.

Police interviewed those who attended the party and used search warrants to view multiple Snapchat accounts that included videos, photos and chats, before filing the rape charges.
